- [OTC-71] - If a svn command fails (e.g. "unknown option --trust server-cert") the error is not shown. Instead the action of "Commit to VCS" shows "Nothing to do".

- user is allowed to import phrases that are the same as in the fallback language
Depending on this setting the importer should save or skip such phrases.

The option "unassign" should be removed because we don't want to have unassigned phrases.
